Position Description: Responsible for managing the development, monitoring, and maintenance of PE&C’s capital project cost and estimating for engineering design, construction and support services obtained from project directors, conceptual drawings, blueprints, etc.  Responsible for organizing, preparing and presenting an accurate financial picture and progress reporting for capital projects within PE&C. Coordinates the development of the 5-year CIP Budget. Manages the daily activities for the Capital Cost & Estimating section of the PE&C Program Control Division.

 Manages the coordination, preparation and update of program and project cost and estimate data for PE&C’s Capital Improvement Program (CIP) in planning, engineering and construction phases and review of estimates provided by A/E firms.

 Coordinates the development of the 5-year CIP Budget.

 Manages section staff, consultants, and contractors in the development of both program and project capital cost and estimates.

 Manages PE&C’s capital cost and estimating requirements contracts and defines the scope of services and deliverables.

 Provides initial conceptual cost estimates for planning and budgetary purposes.

 Provides preliminary construction cost estimates for negotiating A/E design fees.

 Participates in value engineering studies.

 Provides engineer’s estimates at completion of final design to reflect project market value at bid opening.

 Reviews contractor’s submitted schedule of values for accuracy and reasonableness.

 Assists in the negotiation of change orders and evaluation and analyzes of contractor’s claims.

 Develops and maintains cost breakdown structure for the unit cost database library.

 Develops unit cost database library utilizing in-house bid information as well as importing and analyzing data from other agencies and government entities.

 Establishes and maintains coordination among various METRO departments and divisions for the development and updating of project cost estimates related to PE&C.

 Responsible for coordinating project control with agencies such as the City of Houston, Texas Department of Transportation (TxDOT) and Harris County and other outside institutions that share capita cost with METRO.

 Performs other duties as assigned.

 

 

Minimum Requirements:

 Bachelor Degree in Engineering, Construction Science or related field.  Minimum of ten (10) years professional experience in cost and estimating of capital programs/projects and transit related projects.  Transit and large multi project capital program experience required.  Experience should include four (4) years supervisory/management experience.

 Advanced and proven capabilities in developing capital cost estimates for various sizes of capital projects.  Knowledge of common cost and estimating support software programs.  Ability to coordinate, obtain and compile information from various departments and levels of management.  Good verbal and written communication skills.
