p { font-size: 11px; font-family: Arial, Helvetica, sans-serif; line-height: 12px; } Responsibilities This position is responsible for managing small teams and medium-size projects of average to medium complexity, coordinating project activities to ensure the timely development and delivery of reliable and efficient systems-related solutions to business requirements, managing to scheduled deadlines. The Manager-IT regularly leads a team and works independently, with supervision required on complex issues only. Communicates regularly with client and members of other IT groups (Production Control, Applications Development, Network Services, etc.) on project status, planned work and user involvement required. Establishes effective working relationships with other managers, subordinates, peers, other departments and clients. Prepares periodic IT project status reports and submit for "central publication" to all IT clients in a timely and effective manner.Ensures projects follow appropriate systems life cycles. Makes appropriate adjustments to manage projects as they "unfold" involving appropriate IT resources from other areas (Systems Management Network, Business Requirements), even if this involvement was not included in the original project plan. Ensures projects are staffed effectively and meet standards. Recommends changes/additions to the project plan, as appropriate continually improving quality while reducing man-hours and elapsed time associated with developing maintainable systems. Meets IT budget standards for respective area of responsibility.Prepares weekly reports for upper management regarding project/business status. Ensures that projects are kept current for reporting purposes (Estimates entered, sub-tasks set up as appropriate, completed projects closed out, etc.). Communicates important developments and activities to clients and IT management as appropriate. Participates in budget planning and provide input that is accurate and timely. Monitors and Controls production systems and implements operational procedures to maximize systems availability and efficiency. Ensures that production support problems are resolved quickly, generating a Client Service Request (CSR) when appropriate. Meets objectives for controlling and/or reducing production support for assigned systems.Staffs vacancies based on headcount and diversity targets in a timely fashion. Follows EEO guidelines in hiring and promotion of employees. Participates in employee salary planning and administration. Motivates, coaches and trains staff to maximize productivity and promote their professional development. Manages employee performance in a timely and consistent fashion per company policies and practices. p { font-size: 11px; font-family: Arial, Helvetica, sans-serif; line-height: 12px; } Qualifications * 8 plus years experience in development as a developer preferrably Java but not required.* 8 plus years of extensive knowledge of Software Development Life Cycle* 5 plus years of process engineering and improvements* 3 plus years of Unix/Solaris experience* 1-2 years of network experience* 5 plus years of web systems and communications* 3 plus years of project management experience* able to analyze complex problems and guide the team to resolution* able to track and monitor progress* able to come up with new ways to measure activities in order to fine tune and looks for areas of improvement* able to direct team to design, code, unit test and other standards* understands CMMi and key practices and principles* Good communicator, able to work issues with other groups* Able to manage key areas of the BIS organization to include: process engineering, LOE efforts, new work in the funnel, resource management and allocation, and contracting time tables.Bachelor degree in Computer Science/Information Systems. Masters preferred. 6+ years of information systems and/ or project management experience; or an equivalent combination of education and work experienceStrong knowledge of project planning and management concepts, methodologies, tools, standards, and procedures Demonstrated technical and analytical skillsStrong business knowledgeWorking knowledge of information systems conceptsExcellent interpersonal and leadership skillsPC and desktop applications competency (e.g., Microsoft Office, Microsoft Project, e-mail, etc.)Good conflict resolution and negotiating skills Strong decision-making and problem solving skillsStrong organizational skills and ability to handle multiple tasksStrong verbal and written communication skills We are an equal opportunity employer m/f/d/v.
