JOB SUMMARY:

Serve as a compliance agent for assigned contracts by monitoring contract scheduling and deliverables on a daily basis through the Vision system and other technology centric tools. Coordinate with and act as a liaison between the field (Project Managers and Clients) and all administrative and support departments within the Corporate office to adequately maintain contract and departmental efficiency. Proactively identify and resolve potential and real issues on assigned contracts.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES: 

§ Read and have an in-depth working knowledge of assigned contracts, their Statements of Work (SOW), Collective Bargaining Agreements (CBA), contract modifications and maintain current knowledge of relevant contractual procedures and practices to include any ongoing changes.

§ Expert in Vision time and attendance to include scheduling and timesheets.

§ Consistently monitor available sources of contractual, regulatory, and MVM requirements to proactively address the necessary changes ensure contract compliance.

§ Track, collect and review the Project Manager self-audits and report non-compliance.

§ Develop and maintain a systematic process to monitor and facilitate applicant government clearances.

§ Gathers documentation to support resolution of non-compliance issues with appropriate follow-through.

§ Actively help mitigate regulatory and compliance risks that could lead to losses from non-compliance, litigation, or regulatory sanctions and fines.

§ Ensure compliance with applicable federal and/or state laws, regulations, and/or agency rules, standards and guidelines.

§ Diffuse potential issues by proactively monitoring contracts and resolve issues without management supervision or direction and consistently and promptly respond to specific questions that affect contract compliance and provide recommendations that are supported by applicable contractual guidelines.

§ Provide administrative and technical oversight, support, guidance and coordination to Project Managers and other field personnel as required.

§ Monitor manpower utilization to ensure maximum profitability.

§ Working knowledge of contract-specific Technical Manuals for each assigned contract.

§ Ensure predefined processes are followed as outlined in the contract-specific Technical Manuals for each assigned contract.

§ Familiarization with the Quality Control (QC) and reporting processes and ability to collect, review, and analyze quality data generated in the field.

§ Represent and advocate the needs and interests of, as well as act as a liaison to clients and field representatives within the corporate structure.

§ Establish and maintain a positive and professional working relationship with all clients and MVM staff.

§ Assist with the development of bids, proposals and contract modifications.

§ Monitor assigned contracts to report deviations from approved operating budgets.

§ Develop plans and organize resources which are reasonable, in anticipation of contract award, implementation, life cycle and closure.

§ Recommend policies, procedures, guidance manuals, or processes necessary for meeting contract requirements, or enhancing contract performance and good will.

§ Assist with the recruiting function and effort for assigned contracts as needed.

§ Conduct periodic audits of assigned contracts to include on site inspections and Program Manager interviews.

§ Participate in the corporate file audit of personnel records pertaining to assigned contracts.

§ Prepare communications and developmental materials and assist in special projects, assignments and other duties as required.

§ Other duties, tasks and responsibilities as assigned.

 

 

SUPERVISORY RESPONSIBILITIES:

The position acts as a back up to the Senior Compliance Coordinator and may, on occasion, supervise / monitor the day-to-day tasks of one or more Technical Assistants that report to the Operations Manager.

 

KNOWLEDGE, SKILLS & ABILITIES:

1. Strong interpersonal skills necessary to effectively communicate and coordinate with contract employees, staff members, senior managers, consultants, and clients.

2. Ability to work efficiently and effectively with minimal supervision and direction.

3. Ability to organize complex material in an efficient manner.

4. Sound problem-solving skills with an affinity for detail, as well as intellectual depth, agility and creativity.

5.  Demonstrate a working knowledge of contractual deliverables and obligations that impact contract compliance.

6.  Thorough knowledge of information systems management.

7.  Proficiency in all Microsoft Office applications to include strong word-processing skills and ability to create databases and spreadsheets.

8. Understanding of payroll processes and VISION scheduling system, as well as the ability to maintain spreadsheets.

9. Demonstrated written and verbal communication skills coupled with ability to produce complete, clear, and concise communications; to include both oral and written forms.

10. Capable of handling multiple projects simultaneously while prioritizing effort along strict time lines to ensure deadlines are met.

11. Knowledge of grammatical rules and protocols governing proper usage of the English language.

12.  Understanding of sound business principles, and the concept of scarcity of resources.

13. Demonstrated ability to adequately and efficiently prepare for new contracts.

14. Ability to institute uniform Standard Operating Procedures for assigned contracts.

15. Handle complex tasks for geographically dispersed contracts.

16. Ability to undergo a favorable pre-employment suitability and/or security clearance investigation.

 

JOB QUALIFICATIONS:

1.  Bachelors degree from an accredited college or university or be in the process of obtaining such a degree.

2.  Two years of prior employment in an administrative position entailing extensive use of technology.

3.  Preferable, at least one year of firsthand experience involving customer relations or customer service to diverse clients or members of the public.

 

Standing/Walking/Mobility:  Must have mobility to attend meetings with other managers and employees.

Climbing/Stooping/Kneeling:  5% - 25% of the time.

Lifting/Pulling/Pushing:  25% - 49% of the time.

Fingering/Grasping/Feeling:  Must be able to write, type and use a telephone system 75% - 100% of the time.

Physical Dimensions:  Medium work.  Exerting up to 10 pounds of force constantly and/or up to 20 pounds of force frequently to move objects.
