QUALITY MANAGEMENT DIRECTOR FOR BHS
The Quality Management Director will be responsible for providing clinical and administrative support to Philadelphia Health Management Corporation’s (PHMC) Behavioral Health Service Programs. Reports to Vice President for Clinical Services and Quality Management
Responsibilities:
· Work with the Behavioral Health Services team to ensure clinical compliance with all licensing and credentialing standards at all PHMC behavioral health treatment programs.
· Assist Behavioral Health Services Program Directors in preparing for all licensing and credentialing audits by city, state, and federal regulators and accrediting bodies.
· Assist in the development and monitoring of clinical policies, procedures and protocols to ensure that treatment programs are in compliance with all regulatory entities. Update clinical manuals as policy revisions are received.
· Assist with the writing of Quality Management Plans and special reports for licensure and credentialing entities.
· Work with the Director of Training to ensure program staff is receiving required orientation and mandatory training hours based on specified licensing /credentialing requirements; review the employee Training Database quarterly to monitor compliance.
· Supervise the Quality Management Program Specialist around the coordination of the CPR/First Aid trainings required by licensing and monitor the maintenance of the updating of the CPR/FA database.
· Assist in the provision of corporate trainings such as Suicide Prevention and Infection Control, on a semiannual basis in coordination with the Director of Training.
· Coordinate, monitor and participate in the clinical chart review process to review clients’ clinical records quarterly with program clinical staff to ensure that best practices and high quality clinical standards are maintained.
· Oversee and coordinate additional clinical chart reviews when required or requested by management staff or individual program directors; provide in-service training in clinical documentation and treatment plan development based on weaknesses identified in chart audits or regulatory review.
· Provide hands-on technical assistance to help programs improve the quality of clinical services, including help with clinical documentation clinical policy and procedure development, and implementation of performance improvement techniques.
· Monitor and develop reports as needed on the benchmarking data collected through chart review and reflected on the Quality Indicator Variance Reports.
· Assist in developing and implementing a comprehensive outcomes tracking initiative at PHMCs behavioral health programs.
· Monitor quality of Pharmacy and Laboratory services as needed for each of the Behavioral Health Sites.
· Assist in the development and implementation of the Corporate Compliance Plan throughout the corporation and Behavioral Health Services Programs as directed by the Vice President of Clinical and Quality Management.
· Assist in the tracking of new employee’s credentialing/training requirements for Behavioral Health Services programs. Review and monitor all employee credentials as submitted on their Credentialing and Re-credentialing Applications.
· Participate on committees and attend meetings relating to planning, service implementation and quality management activities. Assist in the coordination of department meetings e.g., Performance Improvement, Clinical directors, and Nursing staff meetings.
Nursing & Health-Related Responsibilities (if pertinent to degree)
· Implement and monitor employee health policies and procedures in conformance with OSHA, JCAHO and other regulatory and/or licensure requirements. Track and monitor Employee physical examinations (new hires and annual as required, including annual staff Tuberculosis Screening).
· Provide nursing supervision, professional guidance and verbal direction to RNs, LPNs, and Certified Medical Assistants at the Behavioral Health Services Programs as needed or directed by the Vice President of Clinical Services and Quality Management.
· Coordinate and manage all referrals and billing for the Title II clients referred to Keystone Home Health Services. Maintain all client clinical records for the clients in this program.

· Ability to work as part of a team to provide effective program planning and implementation.
· Ability to work on multiple projects and meet deadlines
· Computer literate.
Experience:
· 5-7 years experience in behavioral health services required.
· Experience preparing for licensure and credentialing audits, policy development, quality management and experience in the management and administration of public health programs provided in non-traditional settings preferred.
Education Requirement:
Licensed Clinical Social Worker or Registered Nurse with BSN/MSN, or Psychiatric and Mental
Health Certification, LSW (in clinical social services) or a degree in public health
Salary:
Commensurate with experience
