Manager, Contracts

In this position you will be responsible for the following duties:

 

Select, train, supervise, motivate and provide general direction and guidance to staff. Assist in

the review of all budgets and programs to ensure feasibility, consistency, and compliance with

funding sources and compatibility with PWDC’s general mission.  Direct and guide the budget

and contract preparation process for accuracy and compliance with regulations up to the

execution process. Manage the day-to-day functions of the Finance Account Liaison staff

ensuring timely submission of contracts and invoice payments. Manage the fiscal monitoring of

all contracts. Keep abreast of changes in relevant regulations and policies to provide technical

interpretation and assistance to staff and subcontractors. Investigate, provide guidance and/or

resolve any issues arising from the contracting and delivery of programs.  Cultivate cooperative

working relationships with subcontractors as well as various external organizations. Assist the

Director of Contracts, as needed, to identify, address and coordinate the resolution of budget,

contracting and invoicing issues with Finance Account Liaisons and Grants Department.  Assist

the Director, Contracts, as needed, with the preparation of monthly reports as well as statistical

and fiscal data requested for each PWDC grant. Oversee data input to distribute the expense to

the proper account, contract, and cost category. Research, analyze, and resolve contractual issues

in coordination with Finance Account Liaisons, training providers, and all PWDC Departments

as necessary.  Direct and guide Finance Account Liaisons to correct any contractual issues on an

as needed basis. Assist Accounts Payable Unit as is relates to the payments of contractors,

including assisting with the month end close and ensuring the accuracy of the contract

expenditures. Assist the Director Contracts, as needed to prepare and update reports and

databases as necessary for staff, management and other PWDC departments to provide obligation

updates by grant.

 

Bachelor’s degree from an accredited college or university in Business Administration, Accounting or related field of study with 2-4 years supervisory experience. Knowledge of subcontracting and sub-recipient processes and experience of federally funded programs and grants is preferred.

Or, any combination of education and experience determined to be acceptable by the Human Resources Department.
