ICF International seeks a Senior Technical Assistance Specialist/Trainer to work within the Housing and Community Development Group (HCD). The position reports to the Director of HCD. It is preferred that the Specialist be located in ICF's Fairfax, VA or Washington DC offices, or in one of the following areas: Charleston SC; Philadelphia PA; Boston MA; San Francisco CA; Seattle WA; or Columbus OH.

The Senior Technical Assistance Specialist/Trainer will be responsible for managing and delivering on-site technical assistance, conducting training sessions and developing written materials designed to help improve the effectiveness, productivity, and efficiency of housing and community development initiatives. The Specialist will provide strategic direction to city, county and state public agencies, as well as non-profits engaged in affordable housing, community development, and economic development programs. The responsibilities of this position also include managing training, technical assistance and writing teams, as well as mentoring and developing the skills of junior professional staff. In addition, the Specialist will market products and services to develop and capture business, prepare proposals and represent the HCD group to clients and other organizations.



At least 10 years direct experience in the field of affordable housing and community development is required, preferably for a consulting firm, development organization, foundation, or public agency. A Master's Degree in Planning, Public Policy, Government or a related discipline is preferred. The Specialist must have extensive knowledge of how housing and community development programs are implemented at the federal, state or local levels of government, including the use of Home Investment Partnerships Program (HOME) or the Community Development Block Grant (CDBG) Program. Ideally, the Specialist will also have expertise and direct experience with one or more of the following topics: Low Income Housing Tax Credits; construction and housing rehabilitation; finance and underwriting; organizational development; economic development; developing nonprofit organizations; tribal housing; and other Federal requirements such as those related to lead-based paint, relocation, fair housing/equal opportunity and the environment. The Specialist should have experience managing technical assistance engagements, delivering technical training sessions and/or public speaking, and/or writing technical documents or reports. The Specialist should possess strong skills in: project management; written and verbal communication; and marketing. Web development or on-line training skills are a plus. 25% travel is required for this position.
