Specifically, develops and designs specific training program requirements sufficient in scope to provide a highly trained and professional Security Force.•Responsible for the administration and instruction of subject matter in Security Force Academies. •Specialized training for Security Force personnel includes, but is not limited to: the selection, preparation, and presentation of areas concerning arrest authority; familiarity with Federal and other laws, rules, and regulations; the rights of individuals; laws of search and seizure; the issue of weapons; protection of evidence; interviewing witnesses; apprehension and restraint; investigative techniques: report writing; motor and foot patrol including boat patrol; assaults and disturbances (crisis intervention) and other information pertinent to performing law enforcement duties.•Responsible for the set-up and maintenance of individual training records in accordance with OPNAVINST 5530.13, OPNAVINST 3120.32 and other Navy Training directives.•Prepares and conducts Non-Lethal Weapons Training IAW the most current and applicable regulations and instructions for NSF/ASF/RSF personnel.•Provides initial and sustainment firearms training.•May be designated as a Firearms Instructor/Range Master, Range Safety Officer and is responsible for all weapons qualifications, range safety and scheduling the utilization of the range. This includes, but is not limited to, holding courses of instruction on range procedures, qualification courses, sight alignment, trigger control, and combat/confrontational firing positions and procedures. •ASF Academy: Combines Security Reaction Force-Basic (SRF-B) and EVOC courses to prospective ASF personnel the necessary knowledge and skills to control access; detect surveillance; detect, track and assess potential threats; take immediate action; protect personnel and Navy assets as demonstrated in a training scenario, handle weapons safely and handle the intermediate weapon Baton (straight/collapsible) safely, execute safe employment of Oleorsin Capsicum (OC) (ie. pepper spray), and use basic Empty Hand Control Techniques (EHCT) to include Pressure Point Control Techniques (PPCT).•Responsible for the training of all armed Security Department personnel in the proper safety and use of firearms.•Responsible for providing CPR for First Responders training and Basic First Aid training in accordance with the curriculum developed by the American Red Cross.•Firearms Cards / AA&E Screening: Generate and maintain records and copies of authorization to carry firearms cards and Arms, Ammunition and Explosive screenings for all NSF/ASF/RSF personnel.•Letter of Designation: Generate and maintain copies of all letters of designation as related to the Training Division.•Responsible for inventory, maintain and order all supplies and equipment required for use by Training Division.•Adhere to all employment policies and procedures.•Must be able to work flexible hours including overtime, Holidays and weekends.•Other duties as assigned.Qualification Requirements:To perform the job successfully, an individual should demonstrate the following competencies:Education and/or Experience:•Must be at least 21 years of age •Be an honorably discharged veteran•Possess a High School Diploma or GED•Must have two (2) years experience in developing and instructing adult education programs in an industrial establishment in the law enforcement field.•Subject matter knowledge of range of concepts, principles, and practices in courses. Secondary level and basic undergraduate courses comparable to the secondary level, sufficient to instruct others in the concepts, methods arid techniques of the field.•Knowledge of training aids and devices and skill sufficient to review and evaluate existing audiovisual aids to identify those materials that will best accomplish the training objectives.•Knowledge of the principles, methods, practices and techniques of specialty areas to design, evaluate, revise, or develop training systems, materials, aids, methods, training plans, etc.•Must possess the managerial skills to manage a comprehensive law enforcement and Security Training Program. Must have a comprehensive knowledge of law enforcement concepts, techniques, and security procedures. In addition, must maintain a thorough knowledge of the state-of-the-art police methods and practices and incorporate this knowledge into the training curriculum. This requires a diversified knowledge of law enforcement/security operations, including drug and substance abuse control, property security, terrorist acts, sabotage and espionage prevention. Must have sufficient knowledge of the principles and techniques of education and training to allow continual evaluation, revision, and development of this broad-bass training program. The incumbent must have the ability to maintain and improve course content and/or methods. •Required to carry firearms or other weapons authorized for their specific jurisdictions and required to re-familiarize themselves with authorized weapons periodically and demonstrate skill/proficiency in their use.•Must possess knowledge of Blood Borne Pathogens(BBP).•Must possess knowledge of the Victim Witness Program.•Required to be Cardiopulmonary Resuscitation (CPR) and Emergency Cardiac Care (ECC) Basic Life Support Course C Certified Instructor.Certificates, Licenses, Registrations, and Affiliated Training:• U.S. Citizenship• Must have current California Bureau of Security and Investigative Services Firearms and Baton Instructor certifications• Must possess and maintain a valid state driver's license and have the ability to operate effectively various types of motor vehicles commonly used as police patrol, including standard transmission. • Must be able to obtain a DoD security clearance if required by the position.Communication Skills:• Communication skills, both written and verbal are essential to properly carry out the duties of this position.• Must be able to read, write and speak English fluently. Computers:• Knowledge of computer software (i.e. Microsoft Word, Excel, CLEOC, etc) utilized in preparing reports.Mathematical Skills:Basic math skills to include the ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.Reasoning Ability:Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret basic supervision policies and procedures and be capable of making decisions affecting security at the assigned site.Safety and Security:Observes safety and security procedures. Determines appropriate action beyond guidelines. Reports potentially unsafe conditions.
