Battelle is a world leader in science and technology research. Our Science and Technology Support product line is seeking a full time Test and Evaluation (T&E) Integrator/ Subject matter Expert (SME). This individual will be required to provide technical support to the Joint Requirements Office for CBRN Defense in all aspects of test and evaluation (T&E) requirements efforts. Planning for Chemical and Biological Defense Program (CBDP) requirements begins with the ability to effectively test and evaluate concepts introduced by the user as a need. To ensure this goal is achieved, the JRO and other Services T&E representatives participate in Integrated Product Teams (IPT), Science and Technology Reviews, Technology Demonstrations, other technology and requirements development activities, Integrated Concept Teams (ICT) and early T&E strategy planning. Position Summary: The T&E Integrator will be required to: - Provide technical support to assist the client with identifying critical input to obtain critical information related to Concepts of Employment (COE) of systems and to assist in developing tests that are translated to warfighter-driven, outcome-based metrics. - Provide technical liaison and principle Joint Staff and the DOD Chemical and Biological Defense Program advocacy for requirements test and evaluation issues. - Confirm that T&E technologies and capabilities required supporting the evaluation of the CBDP system requirements are addressed throughout the life of the program. - Support JRO participation in the T&E process to facilitate the ability in providing input to the T&E Strategy in coordination with the Operational Test Agencies (OTA) and the T&E Executive. - Confirm the rationale for the Key Performance Parameters (KPP) and threshold Critical Operational Issues (COIs) are adequately addressed in Test and Evaluation Master Plans (TEMP). - Assess and evaluate the operational effectiveness and operational suitability of system development through the Joint Capability Integration and Development System (JCIDS) process. - Provide technical/analytical recommendations regarding T&E methods, policies and issues of concern to the Services and T&E representatives through participation of JRO CBRND (ICT) and Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) Integrated Product Teams (IPT). - Provide technical and analytical support to integrate T&E issues across the JRO branches. - Possess proven ability to excel in complex situations which require analytical, interpretive, evaluative, and constructive thinking. - Pull together input from diverse sources and produce and present clear, concise summaries and recommendations. - Maintain both formal and informal communications and relationships with client including responsibility for reports and presentations. - Develop white papers and proposals. - Participate and report on coordination meetings. - This is a full time position supporting the JRO-CBRND on site in Arlington, VA. REQUIRED QUALIFICATIONS - Active Top Secret DOD security clearance - BA/BS degree in management, business administration, or science - Minimum of 5 years experience in CBRN defense operations, of which, 3 years or more must be directly related to CBRND T&E - Extensive knowledge of CBRND T&E requirements and processes. - Ability to excel in complex situations, which require analytical, interpretive, evaluative and/or constructive thinking and to pull together input from diverse sources and produce clear, concise summaries and recommendations. - Experience in the CBRND T&E functional area - Ability to write for and brief at the senior decision maker level audience - Ability to coordinate several projects simultaneously and execute daily duties with minimal supervision. - Ability to carry out project development assignments through completion. - Ability to conduct and/or lead major technical or analytical projects with minimal guidance within time and cost constraints - Ability to function independently as a JRO-CBRND T&E representative/POC in technical meetings, working groups, teleconferences and other venues when necessary - Ability to achieve high technical quality in project activities and deliverables - Ability to lead or assist project work in areas of technical competence and expert analysis on on-going and potential programs - Ability to plan and complete appropriate self-development activities - Ability to train other staff members in various aspects of technical activities - Proficiency in Microsoft Office software applications PREFERRED QUALIFICATIONS - MA/MS degree in management, business administration, or science - Minimum of 8 years experience in CBRN defense operations, of which, 4 years or more must be directly related to CBRN T&E - Knowledge and experience related to CBRN defense policy and strategy - Experience in analyzing doctrine, organizations, leadership, materiel, and manpower requirements in CBRN operations - Working knowledge of the National Military Strategy to Combat Weapons of Mass Destruction and other CBRN-related guidance, directives and references - Experience in operational requirements/capabilities development and integration using the JCIDS process Battelle is an Affirmative Action/Equal Opportunity Employer (EOE)/M/F/D/V.
