Job Description
This position provides direct support to PNNL's Global Threat Reduction Initiative Program by serving as a specialist in support of NA-21. The position will provide both technical and management support primarily to NA-21 (Office of Global Threat Reduction). Specifically, the position will provide substantial support as the PNNL Deputy Project Manager for securing Nuclear Materials and orphaned sources in one of four regions of the world. This position requires high-visible interaction with senior government and industry officials in the United States and in Foreign Countries. The position will provide technical and management leadership for various tasks on projects, including project planning, execution, and reporting.
The candidate will be a member of the Safeguards, Security Analysis and Operations Group. This position provides technical and management support to the Global Threat Reduction Initiative (NA-21) of the National Nuclear Security Administration Office. Collectively these programs have an annual budget in excess of $25M. As the Deputy Project Lead for the Central and South America regions, the candidate will provide lead technical and management support and oversight for all protection activities in Colombia, Cost Rica, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, and Peru. In addition, the candidate will be responsible for devising a long-term sustainability strategy for this region. The candidate will be responsible for providing direct management and technical oversight to regional projects having a total annual budget of $2-3M.
It is anticipated that the incumbent will support complex, politically sensitive, internationally critical, and technically challenging projects within the Nonproliferation & Arms Control Product Line. Successful experience in wide ranges of technical, teaming, and international operations situations, plus a demonstrated ability to interact positively with clients and senior project managers is essential.
The candidate will provide direct technical and management expertise, and support PNNL activities to assist clients in developing and implementing nonproliferation and international security policy. In this capacity, the candidate will utilize his or her own technical and management expertise, supplemented by management and staff from the DOE National Laboratories and contractors.
Specific requirements include:
Demonstrated ability to work proactively with HQ clients and international counterparts, and to independently initiate and carry out new technical activities to support the project management of the various nonproliferation projects that he or she is involved, lead small projects and/or major project tasks. Provide consistent communication link with internal and external clients when PNNL project managers are on frequent business travel.
Demonstrated organizational skills with ability to prioritize work assignments and budgets and adjust schedules based on changing requirements. The ability to work with and manage multi-laboratory staff and interagency teams.
Perform technical activities as directed by PNNL program/project managers.
Knowledgeable in all aspects of the technical and management approach of the project. Provide management oversight of assigned project activities, including project planning, budgeting, documentation, performance tracking, and reporting. Interface with PNNL project management support and contracts staff to implement assigned project activities.
Excellent verbal and written communication skills with a demonstrated ability for writing technical, policy-oriented and project documents in a clear and understandable manner.
Minimum Requirements
Bachelor's degree plus 9 years of experience or advanced degree plus 6 years of experience. Independent contributor. Extensive experience in specialized field (or several fields through wide exposure and lengthy seasoning). Command of theory and principles. Widely recognized for knowledge and expertise, possibly in diverse subject areas.
Qualifications
Successful experience in a wide range of technical and management situations, as well as a demonstrated capability to interact successfully with Government clients and senior program mangers is essential. The position requires the incumbent to understand and implement the objectives and goals of NNSA's NA-21 Office as well as NA-25 Office and to aggressively tailor programmatic activities to meet those goals.
Specific requirements include:
- A bachelor's degree in a technical field with 9 years of related experience or Master's degree in a business or engineering management field and an undergraduate in a technical field with 4 years of related experience in technical project implementation. Given the nature of the projects the preferred technical field should involve nuclear or international nonproliferation related education; due to the interpersonal skills involved in this position, a degree in the Social Sciences is also acceptable.

- Demonstrated ability to work in a highly politically sensitive environment due to the nature of business dealings with foreign countries.
- Demonstrated organizational skills with ability to prioritize work assignments and adjust schedules based on changing requirements.
- Knowledge of contracting principles and business practices within the government, commercial and international arenas; knowledge of a wide range project management, marketing, and financial practices; advanced knowledge of business standards and practices.
- Excellent verbal and written communication skills with a demonstrated ability for writing concisely and clearly.

Applicants selected will be subject to a Federal background investigation and must meet eligibility requirements for access to classified matter in accordance 10 CFR 710, Appendix B. In addition, applicants must be able to demonstrate non-use of illegal drugs for the 12 consecutive months preceding completion of the requisite Questionnaire for National Security Positions (QNSP).
Note: Applicants will be considered ineligible for security clearance processing by the U.S. Department of Energy until non-use of illegal drugs for 12 consecutive months can be demonstrated.
International foreign travel may be required, and if the incumbent is required to visit nuclear facilities in foreign countries, completion of the special INSP and/or MPC&A radiological training for offsite nuclear facilities will be required.
