They are seeking a Regional Fire Program Specialist in Oakland, CA.
JOB DESCRIPTION:
The purpose of this government contractor’s position is to provide support for the Assistance to Firefighters Grant Program and other associated programs through planning, implementation, monitoring and analysis activities as outlined by the AFG program office. This position will be located in FEMA Region 9, Oakland, California. Assistance to Firefighters Grants (AFG) provides financial assistance directly to fire departments and nonaffiliated EMS organizations to enhance their capabilities with respect to fire and fire-related hazards. The primary goal of AFG funding is to provide grants to help first responders obtain critically needed equipment, training, and other resources.
Specific program knowledge relative to the AFG and other associated programs:
- Ability to express complex, controversial, and technical ideas, concepts, and observations, unmistakably and succinctly, in various venues and to diverse audiences.
- Writing ability sufficient for producing reports and other documents that render complex technical information into a form that is relatively easy to understand.
- Ability to effectively communicate by telephone and e-mail and clearly explain the AFG program and provides basic technical information related to those programs.
- Ability to effectively deal with customers seeking information and basic assistance related to the AFG.
- Ability to properly file and store paperwork related to the program. Basic data entry skills (keyboarding/typing). Fundamental skills in computers and information technology (i.e. ability to use basic computer applications such as Microsoft Office) independently.
- Valid driver’s license.
TASKS/SERVICES:
Regional Fire Program Specialist must have the ability:
- To communicate effectively in writing and orally.
The applicant will be required to present prepared program guidance materials to various audiences in order to assist AFG customers in preparing their grant applications; applicant will also be communicating with grantees, grant applicants, state and Federal officials via electronic mail regarding a variety of grant administration functions. - To utilize an on-line grants management system
The applicant will review and make recommendations regarding grant scope of work requests, grantee performance reports, and respond to grantee inquiries by phone, via e-mail, or by FAX using an on-line grants management system.
- To coordinate program activities with federal, state, and local government officials and individuals in the private sector.
The applicant will serve as a liaison between the AFG and other associated programs and public interest groups and the legislative and executive components of Federal, state, and local government. The applicant will track issues on a variety of fire service-related topics and makes recommendations as they apply to the AFG. The applicant may also assist and collaborate AFG duties with other FEMA regional offices specifically FEMA Region 8.
- To implement and maintain program activities relating to the Assistance to Firefighters Grant Program.
The applicant will provide technical assistance/guidance to AFG grantees. The applicant will provide responses based on established program policy/guidelines to inquiries regarding grants and other funding available for local-level fire and emergency services agencies.
- To serve as a technical reviewer in support of the Assistance to Firefighters Grant Program application review process.
The applicant will assist in reviewing select aspects of grant applications during the application evaluation process of the AFG.
- To coordinate and conduct site visits and monitoring activities in support of the Assistance to Firefighters Grant Program
The applicant will physically conduct site visits at various fire departments and non-affiliated EMS agencies, in addition to performing in office reviews of select grants to ensure compliance with grant conditions and program policy/guidance.
- To plan and execute work
The applicant will assist in the development, preparation, evaluation, and processing of administrative documents for the grant program. The applicant will participate in team meetings, contribute ideas, and keep records of decisions. The applicant will provide technical assistance in the development of informational materials. The applicant will maintain a travel budget and prepare forms necessary to receive travel authorization and voucher reimbursement. The applicant will perform other duties associated with the AFG as needed. The applicant may also assist and collaborate AFG duties with other FEMA regional offices specifically FEMA Region 8.
SECURITY CLEARANCE REQUIREMENTS:
PUBLIC TRUST: This is a Public Trust position that requires a background investigation. Appointment to the position is subject to the applicant or appointee successfully completing essential security investigation forms, the applicant cooperating with the investigator, the completion of the investigation, and the favorable adjudication of the investigation. Employment is contingent on achieving and maintaining a security clearance.
