Program Development Manager 

SUMMARY:

The Program Development Manager is directly responsible for managing every aspect of the acquisition process, including program control, quality assurance, logistical and other administrative services contracts as well as all proposal development related to these efforts. He /she will ensure continued business growth by anticipating and fulfilling customer needs.

 

As an expert in program management he/she will also counsel and support the management of Federal/Civilian agencies during the acquisition process. Create a center of excellence for solutions through process analysis, design, development and implementation available to our clients pre RFP working in close relationship with our Business Development Team.

 

RESPONSIBILITIES:

Program Management

·  Execute services type contracts in both an industrial and non-industrial environment

·  Manage proposals and capture new pursuits as well as follow-on business

·  Acts as a primary customer contact on status and performance and manages change management in conjunction with contracts personnel Interface with client scheduling, accounting, and management personnel to ensure contract requirements are implemented.

·  Participate in the control of costs and schedules on contracts requiring validated cost and schedule control.

·  Participate in the preparation of budgets and schedules for all contract work and perform and/or assist in financial analysis such as funding profiles, sales outlook, and variance analysis.

·  Ensure adequate funding availability by maintaining accurate records of expenditures and submitting timely requests for additional funding to the government.

·  Incorporate contractual changes into the control system by staying aware of outstanding work against each contract in order to maintain realistic contract cost and schedule.

·  Review client requirements and ensure expectations are met.

·  Interface directly with customers and end-users, including participating in program meetings, generating minutes, recording actions, assigning responsibilities, preparing briefs, and providing presentations

 

 

Center of Excellence for acquisition process pre RFP

·  Provide advice and recommendations to senior Government officials regarding program acquisition strategies.

·  Develop recommendations to resolve issues on a wide range of Government acquisition topics.

·  Develop project management processes by utilizing the knowledge, skills, tools and techniques as defined by the PMI.

·  Develop processes, procedures, checklists and handbooks to enhance projects associated with solutions for implementation and modernization of the enterprise network.???

 

REQUIREMENTS:

1.  Bachelor Degree in relevant field, MS preferred with 10 or more years of experience in governmental experience

2.  Minimum of five years experience leading a multi-disciplined team responsible for cost, schedule, and technical performance and proven track record in all phases of program execution

3.  Six Sigma Expert or equivalent

4.  PMP Certified

5.  Certifies DHS Acquisition Level III Acquisition Program Manager

6.  Understanding of various contract types (Fixed Price, Cost Plus and Time and Material)

7.  Experience across multiple customer communities

8.  Excellent communication/presentation, analytical and problem solving skills.

9.  Demonstrated team building and collaboration abilities

10. Demonstrated understanding of and experience in executing an Earned Value Management System

11. Experience working with various services acquisition agencies, potential special customers, field users and commercial companies

12. Experience working in a competitive market

13. Experience with COBRA and Microframe Project Management (MPM) costing software

14. Experience with Primavera Project Planner (P3) and Microsoft Project scheduling software

15. Experience with various Financial/Reporting/Word Processing software’s

16. Experience with Cost Point, IPS2000 and Deltek GCS Premiere.
