JOB SUMMARY:

U. S. Department of State (DOS), Overseas Buildings Operations (OBO), Office of Planning and Real Estate, Acquisitions and Disposals Division (OBO/PRE/AQD) has an opening for a full-time Program Analyst. The position requires supporting the management and implementation of real estate purchase, lease, sale and decommissioning programs for U.S. Embassies and Consulates worldwide as well as for supporting a team of Realty Specialists with real estate transactions and administrative functions.

MAJOR DUTIES:

Incumbent is responsible for the assemblage, review, analysis, evaluation, interpretation, and presentation of project, program and budget data and processes used in the management of real estate transactions and related programs overseas and supports the Real Estate Office, AQD Division and/or specific AQD Branch(es) as otherwise required. In addition, the incumbent also plans, designs, and develops comprehensive and broad organizational studies to identify and assess problems and issues relevant to Acquisitions and Disposal Division activities world-wide; conducts comprehensive and broad organizational studies related to work activities associated with international real estate acquisition and disposal activities; responds to various requests for information and analysis in a professional and timely manner; determines appropriate evaluation and measurement techniques to designing studies; establishes and maintains ongoing contact with Realty Specialists, management and other Real Estate Office staff to accurately interpret the requesting officer’s requirements and requests and to determine the most appropriate course of action needed; develops statistical and analytical reports using OBO databases and applications to recommend possible plans of action for management based on identified problems and trends; evaluates the overall impact in economic aspects that changes in policy and procedures will have on the acquisitions and disposals program; provides suggestions through technical reports and develops new analytical studies to support proposed policy changes and to reduce the possibility of negative impact on the program objectives; analyzes ongoing acquisitions and disposal program activities in order to develop and implement reports on these activities for internal office use, OBO management, Congress and other stakeholders or interested parties; coordinates and discusses analyses, findings and alternatives with requesting officials, supervisors, and other interested parties as necessary; performs administrative and support duties for the Division; perform time and attendance responsibilities; develops official communications, briefings and reports regarding Division operations; supports the Division’s travel and logistics requirements.

QUALIFICATION ON REQUIREMENTS:

Applicants applying for the GS-11 grade level must meet the following requirement: The candidate must have at least one year of specialized experience, (equivalent to the GS-09 grade level in the Federal Service), which has equipped him/her with the particular knowledge, skills and abilities to successfully perform the duties of the position. This experience must be related to the work of the position as defined in the duties and must be equivalent to the next lower grade level. Qualifying specialized experience must demonstrate the following: Knowledge and skill in applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of program operations; knowledge and analytical techniques and evaluation criteria to the improvement of program effectiveness and/or organization productivity; ability to communicate orally and in writing to all audiences; ability to provide strong interpersonal skills to interact with top level managers; ability to use various software computer applications and raw data sources to produce a working product.

Applicants applying for the GS-12 grade level must meet the following requirement: The candidate must have at least one year of specialized experience, (equivalent to the GS-11 grade level in the Federal Service), which has equipped him/her with the particular knowledge, skills and abilities to successfully perform the duties of the position. This experience must be related to the work of the position as defined in the duties and must be equivalent to the next lower grade level. Qualifying specialized experience must demonstrate the following: Knowledge and skill in applying analytical and evaluate and techniques to issues or studies concerning the effectiveness of program operations; knowledge of the program goals and objectives, work processes, and the operations of the organization; skill in conducting analysis of complex functions and work processes; and skill in presenting staffing recommendations and new solutions to disputed recommendations.

Applicants applying for the GS-13 grade level must meet the following requirement: The candidate must have at least one year of specialized experience, (equivalent to the GS-12 grade level in the Federal Service), which has equipped him/her with the particular knowledge, skills and abilities to successfully perform the duties of the position. This experience must be related to the work of the position as defined in the duties and must be equivalent to the next lower grade level. Qualifying specialized experience must demonstrate the following: Knowledge and skill in applying analytical and evaluative and techniques to issues or studies concerning the effectiveness of program operations; knowledge of program regulations, policies and precedents that affect the program and related support resources in the area studied; major issues program goals and objectives, work program administration operations of the organization; skill in detailed analysis of complex functions and work program international sills in presenting staffing recommendations negotiating solutions to disputed recommendations.

A Bachelor’s degree in business management, or administration is required. In the absence of the desired degree, a combination of education and relevant experience is an acceptable substitute. Incumbent must have experience working in the field of real estate.

MANDATORY:

A Department of State Top Secret security clearance is required prior to employment. Applicant will be subject to random drug testing. Relocation expenses will not be paid. This position is a one-year renewable Personal Services Contract position and may be filled at either the GS-11, 12 and or 13 equivalent grade levels. This position is located in Arlington, Virginia.
