Job Title: Assistant Site ManagerContract: Navy South WestReports To: Regional Program CoordinatorFLSA Status Regular Full-time ExemptSummary:The Site Supervisor (SS) shall be responsible for the overall management and coordination of contract requirements specific to the installation and shall act as the installation level central point of contact with the Government. The SS serves as the primary on-site manager and interacts daily with the Contracting Officer’s Technical Representative (COTR). The SS will manage the guard force, provide daily tasks, oversee the execution of all BoR-related technical work, scheduling, coordinate day-to-day work requirements with the site COTR and manage submission of all BoR-required deliverables. Supervisory Responsibilities:Supervises all contractor personnel required to perform the Security Officer services. Essential Duties and Responsibilities: Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.• Manages a complex security operation within contract guidelines.• The SS will be responsible to the corporate headquarters for all operational aspects of the contract, including on-site recruiting, screening, training and employee relations. • The SS will be expected to minimize overtime and employee turnover through competent scheduling, planning and recruiting. • Enforce standards of conduct throughout the workforce.• Provide direction and support for emergency situations and where contingency operations are implemented.• Develop and maintain the work schedule.• Respond to and correct any schedule problems resulting form call-offs, sick or injured personnel.• Coordinating all logistical support to include weapons, ammunition, uniforms, supplies, billeting, transportation, health and welfare, and messing when appropriate. • Developing and administer the weapons, ammunition, government and contractor furnished property and key accountability and control program.• Managing the vehicle fleet, to include monitoring and controlling fuel consumption, verifying operator’s licensing and safety, maintaining and safeguarding the fleet.• Monitoring, verifying, and certifying all project expenditures and reconcile against operating budget.• Maintaining all emergency contact information.• Monitor and reconcile all payroll issues.• Coordinate HR requests and actions.• Schedule and execute guardmount training as required• Ensuring compliance with all project safety programs.• Initiating investigations of all perceived safety violations.• Conducting on site investigations of safety or security violations and reporting accidents.• Ensuring compliance with all applicable federal, state, and local laws and with the regulations and standards.• Adhere to all employment policies and procedures.• Must be able to work flexible hours including weekends and Holidays.• Other duties may be assigned to meet business needs.Qualification Requirements:To perform the job successfully, an individual should demonstrate the following competencies:Education and/or Experience:• Must be a U.S. citizen • Must be at least 21 years of age • BS/BA degree preferably in a law enforcement discipline and extensive (minimum 10 years) supervisory experience with a civilian or military police force, or civilian security guard organization. Certificates, Licenses, Registrations, and Affiliated Training:• Valid Driver's License with proof of insurance.• Must be able to obtain a favorable background investigation. Have an active DOD Secret clearance Written Communication:Writes clearly and informatively. Edits/proofreads work for spelling and grammar.
