Information Systems Administrator

Oversees a large, complex site or network.  Directs and manages customer information data resources within an IBM 2086 mainframe z/OS1.4 operating system, 2105 Enterprise Storage System and Xerox DPS 180 Printer. Utilizes CICS Transaction Server 2.2, DB2 version 7 and COBOL interfacing with ICSO and TCP/IP.  Oversees and evaluates the planning, development and implementation of advanced technological solutions to support all aspects of utility billing, collection, mobile service order, meter data management and customer information systems including Mainframe Migration to an Open Systems based platform, new web applications and Advanced Metering Infrastructure.  Participates in all phases with diverse tasks, such as project development, implementation strategy, planning and support, system requirements, implementation options analysis.  Assists with Requests for Proposal development, vendor selection, conversion planning, operational support requirements definition and risk analysis.  Manages, trains, develops, counsels and evaluates staff performance.  Establishes operating policies, standards, guidelines and procedures for data, files, data-processes and Network Communication and Documentation standards.  Evaluates current systems for adherence to standard recommending corrective actions where necessary.  Oversees data resource development and usages; monitors adherence to applicable standards.  Directs initialization and maintenance of data security systems, including procedures for back up recovery. Prepares, implements and monitors annual Information Technology Investment Plan and IT budget and expenditures.

 

Requires a Bachelor’s Degree in Business Science, Business Administration, Mathematics or a closely related field.

 

Eight years of experience in programming, systems analysis and design or a related field are required.

Directly related professional experience may be substituted for the education requirement on a year-for-year basis.

 

Preference will be given to those who have demonstrated success by way of dynamic leadership and change management skill along with working knowledge of Utility Industry and/or Billing Systems; Automated Meter Reading (AMR) and/or Advanced Metering Infrastructure (AMI) and SAP ERP. Experience with ITIL; Data Center Design; Build Out, Consolidation, and Relocation a plus.
