OPPORTUNITY:
This position under the supervision of the Director of Human Resources will coordinate the day-to-day administration of the Tribal Government’s medical, dental, vision and life benefit plans. The primary focus of this position will be to support the Tribal Membership with their medical, dental, vision, life and other related benefits and services. This position will interface with Tribal Members, Tribal Government Departments, Federal and State Departments, insurance carriers, and other related service providers. This position is expected to exercise initiative and independent judgment in carrying out a variety of assignments that is within their scope of responsibility and authority. Work under steady pressure with frequent interruptions, which will entail a high degree of contact by phone or in person. Work independently and organize work to meet priorities and deadlines. This person will also conduct business in a professional and cordial manner that will uphold the integrity and reputation of the Rincon Tribal Government and the Human Resources Department. This position will maintain a thorough working knowledge of complex benefit functions and must adhere to the Tribal Government’s policies and procedures.
JOB QUALIFICATIONS:
EDUCATION/EXPERIENCE AND/OR TRAINING: High School Diploma or General Education Degree (GED). Associates Degree related to Business Management. Combination of education and experience as a benefits specialist or administrator. Minimum of three (3) to five (5) years experience involving technical benefit functions. Experience in researching and analyzing various related benefit data/information. Experience in making recommendations to effectively resolve problems or issues, by using judgment that is in consistent with standards, practices, policies, procedures, regulations, related to benefit laws and services
LICENSES OR CERTIFICATIONS: Valid drivers’ license; Certified Benefit Professional (CBP) or Certified Compensation Professional (CCP). (highly preferred)
WORK-RELATED KNOWLEDGE: Operations, services, and activities of comprehensive employee benefit programs. Complex working knowledge of benefit plans and programs. Principles and practices of benefit program development and implementation. Recent developments, current literature, and sources of information related to benefits administration. Methods and techniques used in conducting research and analyzing data. Business letter writing and report preparation. Principles and procedures of Benefit record keeping. Pertinent Federal, State, and local laws, codes, and regulations relating to benefits administration.
JOB RESPONSIBILITIES: Oversee and coordinate the day-to-day administration of the Tribal Membership medical, dental, vision, life, and other related benefits and services. Provide information and/or documents in regards to local, State and Federal health and welfare benefit programs such as Medical, Medicare, and other related transitional benefits. Coordinate all benefit plan enrollments and changes. Ensure that Tribal Members have a thorough understanding of the Tribal benefit program, services, and information necessary to make appropriate benefit elections. Advise Tribal Members on their eligibility for benefits and services. Provide quality customer service regarding benefit plan information and design. Coordinate Tribal Memberships annual benefit open enrollment and assist Tribal Members with benefit questions or claims as needed. Maintain all internal and external benefit records and documents necessary for implementing benefit coverage. Process, approve and audit benefit program billings to ensure proper cost distributions. Prepare and assemble all benefits material; organize the collection of enrollment change forms. Establish and foster good working relationships with brokers, insurance carriers, service providers, and Tribal Government Departments to resolve insurance problems. Provide assistance in resolving complaints or other administrative matters. Implement appropriate methods of effectively communicating benefits information; compose informational benefit communication documents including benefit brochures, materials, and other related publications. Answer questions and provide information and general assistance regarding Tribal Government benefits and related services, programs, plans, policies, procedures, rules, and regulations. Communicate a variety of information using various communication channels. Assist in the development and implementation of new and/or enhanced Tribal benefit plans and programs; analyze various benefit trends, conduct research and provide appropriate recommendations to the Human Recourses Director to facilitate changes and enhancements to Tribal benefit plans and programs. Conduct studies and research; collect, compile, and analyze statistical data; complete and prepare various reports, surveys, and tables; prepare, maintain, and disseminate information and documents as appropriate and necessary. Perform complex technical and administrative responsibilities relating to Tribal benefit programs. Coordinate Tribal Government employee medical, dental, and vision benefit plans. Coordinate Tribal Government employee annual benefit open enrollment and assist with benefit questions or claims as needed. Maintain confidentiality of critical and sensitive information, records, and reports. Perform other related duties as assigned. Coordinate and manage other related Tribal Membership programs as assigned.
