To supervise a staff involved in proposal preparation, contract negotiations, and contract administration, and to manage contracts for assigned programs, including planning, negotiating, administering and executing proposals and contract documents. Manages the work load of Contracts Administrators and support personnel. Schedules and assigns duties to staff based on evaluation of their knowledge and current priorities. Responsible for counseling, training, developing and evaluating subordinates. Interviews and hires personnel and takes disciplinary action or terminates personnel when necessary. Has authority to make decisions and take action regarding personnel matters. Administers assigned contracts while possessing an in-depth understanding of policies and procedures and applies new techniques and process methods. Evaluates and interprets contract language to determine the Company's obligations under the contract, asserts the Company's rights and upholds the Company's obligations with the customer, documents such rights and responsibilities, and issues internal authorizing documents, including Requests for Estimates and Sales Orders to authorize Company contract activities. Analyzes customer requests for proposals, proposed and negotiated contracts, and contract amendments to ensure that the contract form, specifications, statement of work, pricing features, terms and conditions and all other elements of the contract, when considered in their totality, comprise a business commitment that is clearly defined and acceptable. Reviews cost and price proposals and ensures that proposed sales engagements are prepared and submitted in strict accordance with applicable laws, regulations and contractual provisions. Leads the negotiation process and ensures complete Company compliance with the Truth in Negotiations Act, and executes and submits Certificate of Current Cost or Pricing Data, as appropriate. Coordinates with other Company functions, as necessary, to ensure that comprehensive reviews of sales engagements are completed and that appropriate Company approvals have been obtained prior to executing them. Executes proposals and contracts as delegated. Acts as the primary point of contact for all contractual matters between the Company and customer procurement personnel and maintains all required contractual records in accordance with the contract requirements and Company policies and procedures.
