City Manager
Corpus Christi – City Manager
This is a key position within the City government and it is essential for the successful candidate to work closely with the City Council in carrying out citywide initiatives and setting the tone and vision for the employees of the city.
The essential functions of the City Manager:Serves as the Chief Executive Officer of the City and is responsible to the City Council for the proper administration of all of the City's affairs. Maintains open lines of communications with the Mayor, the City Council, the public, the business community, and the media, fostering an atmosphere of trust and credibility within the operations of the city. Prepares and submits the City budget annually to the Council and is responsible for its administration after adoption. Keeps the Council advised of the financial condition of the City and makes recommendations concerning its future needs.Anticipates problems, identify alternative courses of action, prepare proactive recommendations, and to defend and support those recommendations before the City Council. Communicate effectively both verbally and in writing with all levels of city staff, city officials and citizens.Effectively delegates authority and responsibility while maintaining appropriate levels of operational control. Sets clear goals for the organization and report progress to the City Council on a regular basis. Sets a positive example of competence, professionalism, energy and work ethic to the organization and community at large. Performs such other duties as may be required by the City Charter or required of the City Manager by the City Council not inconsistent with the City Charter.
Interested candidates should possess a Bachelor’s degree in Public Administration, Political Science or related discipline from an accredited college or university. Possession of a Master’s Degree in Public Administration, Business Administration or a related field is preferred.
A minimum of ten (10) years progressively responsible, executive level experience in municipal management is required with a diverse, general background in all aspects of city government and significant, direct responsibility for management of municipal operations. Prior service as a City Manager, Assistant/Deputy City Manager or the equivalent in a comparable or larger community is preferred.
The ideal candidate will possess the ability to develop effective relationships utilizing highly developed communication skills at all levels of city government that result in creating an environment that encourages innovation in addressing the challenges facing Corpus Christi today. He/she will have superior leadership skills and documented success creating and implementing a citywide strategic plan. He / she will have a record of intergovernmental cooperation and building cooperative relationships with other units and levels of government. This individual should understand the political process without becoming actively involved in politics and have experience working with unions.
The ideal candidate’s background and experience should include exposure to a coastal environment and possess a modern perspective on issues related to natural resources. He / she will have knowledge and familiarity relating to Green Technology. The ideal candidate should possess a record of accomplishment and success with new development and redevelopment projects and understand the concept of smart growth.
The ideal candidate will have a track record of sensitivity and proficiency in serving a racially and culturally diverse population; bilingual skills will be beneficial. He / she will have a willingness to maintain a high degree of visibility in the community, both on and off the job.
