General Statement of Responsibilities:
The City of Norfolk is seeking a Bureau Manager to serve on the management team within the Department of Neighborhood Preservation. This position will plan, direct, organize, and manage existing and new programs within the Animal Care Center. The successful candidate will be an assertive, creative, hands-on manager who possesses strong leadership, management, and decision-making skills that will contribute to expanding our business and furthering the strong partnerships within the community.
As a Bureau Manager you will be responsible for all affairs of the bureau including financial management, fundraising, public relations, development, human resources, strategic planning, and operation of an animal care center. Must have proven experience in staff management. Work experience in leadership and/or management and building strong partnering relationships is essential.
As a Bureau Manager for the Animal Care Center you will be responsible for reducing euthanasia rates, spaying/neutering, adoptions, outplacements, enforcing animal related laws, humane education, and working closely with all community animal advocates.
Essential Functions:
Develops long-range plans and strategies. Ensures that all policies, plans and programs are regularly reviewed and modified in an efficient manner. Stays abreast of current animal welfare issues as well as the changing needs of the community. Assures the Care Center philosophy and mission are relevant and practiced throughout the organization.
Responsible for the development and oversight of the Animal Care Center and ensures all programs are administered humanely.
Manages the hiring, supervising, evaluating, disciplining, training, development and termination of all Care Center personnel. Ensures the implementation of personnel training programs that help staff accomplish their goals and maintain a working environment that attracts and retains quality people.
Meets with Care Center team on a regular basis to review reports, procedures, problems and discuss new strategies.
Represents the Care Center as the chief spokesperson. Seeks out and maintains community contacts with government officials, agencies, civic groups, organizations, and the media. Attends pertinent workshops and seminars, maintains membership in professional organizations and networks with other executive directors.
Fosters beneficial relationships with patrons, businesses and foundations. Is available to meet with citizens and others to explain the Care Center’s mission, philosophy and long-range plans.
Generates communication materials including brochures, pamphlets, videos, newsletters, and web pages. Gives media interviews and community presentations to promote the organization’s mission. Plans special programs and participates in community events to gain visibility for the organization.
Develops and implements strategies to recruit volunteers.
Must establish residency in the City of Norfolk within six months of appointment.
Education/Experience:
Work requires three (3) years experience in management, a BA or BS in Business, Public Administration, Communications, Veterinary or Animal Sciences, or any combination of training and experience or a related field.
SALARY RANGE: $57,362 - $100,958 annually (DOQ)
