Assistant Manager - Property Acquisition Services
GENERAL SUMMARYProvide coordination of property acquisition activities through the home buyout and capital projects programs; Evaluate, review and monitor files on all active acquisition projects including invoices, appraisals, HUD-1 statements, legal documents, and other pertinent information; Provide and/or monitor budgets for acquisition of home buyout and capital project programs; Evaluate flood damages and loss information on residential properties to include in applications for FEMA grants for the home buyout program; andManage consultants and departmental staff providing support to the Property Acquisition Services section. KNOWLEDGE
· Successful job applicant must have:
Ø Bachelor’s degree in business, geography, real estate, or closely related field preferred; and
Ø Minimum of three years experience, of which two years should be in recent property acquisition, floodplain or grant related activities.
· Successful job applicant must also have:
Ø Familiarity with federal and state grants, particularly FEMA grants for home buyouts, required; and
Ø Familiarity with the Texas real estate and appraisal process desired.
· Successful job applicant must also demonstrate ability and competency to:
Ø Read and comprehend plan and profile sheets, cross-sections, survey, GIS and topographic data;
Ø Utilize Microsoft Windows applications to include Word, PowerPoint and Excel;
Ø Read and comprehend such written material as safety cautions, warnings, maps, traffic signs, operating instructions, etc.;
Ø Write/record legible notes of activity and correctly complete required forms;
Ø Solve simple mathematical problems that may be required in normal work situations;
Ø Utilize excellent verbal and communication skills to effectively communicate with co-workers, general public, industry, and/or governmental representatives; and
Ø Successfully complete comprehensive physical examination and drug screen.

LICENSECertification as a Flood Plain Manager desired Valid Texas drivers license required PHYSICAL EXERTION
Includes stooping, bending, and/or lifting of items up to 20 pounds, sitting for extended periods of time, and requires: Frequent operation of office equipment including computer, photocopier, telephone, facsimile, digital camera, and calculator; Frequent sorting, filing, shelving, and otherwise handling of documents, books, files, materials, plans, and equipment; Frequent standing and walking on rough and uneven surfaces or ground such as sloping terrain, plowed or furrowed areas or construction sites; Ability to walk up and down steep slopes of ditches maintaining balance and maneuvering on very rough and uneven terrain; and Driving of a District vehicle with automatic controls.
ENVIRONMENTAL EXPOSUREControlled indoor climate, with normal exposure to office lighting, temperature, and air conditions; Extensive use of video display terminal; Routine exposure to fluids and chemicals used for photographic or photocopier development or reproduction and in cleaning offices and work areas; and
· May experience occasional outdoor exposure to significant levels of heat, cold, moisture, and air pollution, as well as nature’s dust, mists, vapors, fumes, and other pollutants.
