This is an "at will" management position class in the Auditor-Controller’s Department responsible for establishing, interpreting and carrying out overall departmental policies. The Assistant Auditor-Controller serves at the pleasure of the elected Auditor-Controller and is responsible for overseeing the day to day operation of the Auditor-Controller’s Department. This position works with other County departments overseeing the development of required budget reports, financial plans, statistical reports and compliance plans based upon audits and other reviews. The Assistant acts in the absence of the Auditor-Controller representing the department in official meetings before the Board of Supervisors, other jurisdictions and agencies, and the public.
Example of Duties:
May include, but are not limited to, the following:
perform a variety of personnel actions including assisting with selections and promotions, conducting performance evaluations and recommending disciplinary actions and dismissals; advise, direct and review the work of the professional, para-professional and clerical accounting and audit personnel; review work methods and inter/intra departmental processes and procedures to ensure an efficient workflow and compliance with established policy and laws; assist in developing appropriate departmental goals, programs, policies and priorities; plan, coordinate and direct the efforts of the department to meet departmental objectives; ensure the delivery of mandated and other services in compliance with local, state and federal regulations including maximizing revenues; act for the Auditor-Controller in that person’s absence providing budgetary and fiscal advice and assistance; represent the department before meetings, conferences, outside agencies and organizations, professional groups, committees and individuals on the department’s activities; assist in the development and evaluation of overall County accounting and auditing policies and procedures; analyze pending and adopted legislation affecting County fiscal operations and prepare position papers recommending a County position on pending legislation; interpret and disseminate all Federal, State and County policies and directives relating to fiscal budgetary matters; review, direct and evaluate all accounting and auditing practices, policies and procedures and operational standards for the Auditor-Controller’s Department, other County departments, and special districts; perform fiscal, operational, and compliance audits of County departments and special districts; write and review audit reports and prepare a variety of complex financial statements to support audit findings; meet with other County department management team members to review new financial proposals and existing financial operational methods, resolve problems and recommend alternative courses of action; make recommendations that affect Countywide fiscal policy and administration of that policy; coordinate the development and improvement of various data processing programs and services that impact fiscal services; coordinate the development and implementation of various projects involving Capital Improvement, and other infrastructure needs; maintain effective communications with other County departments; serve on County management and administrative committees; supervise the preparation of a variety of reports of varying complexity as may be required by state and federal agencies; research and prepare technical and administrative reports and written correspondence; and assist in managing and directing the general accounting activities in other County departments.
Experience and Education
To qualify for this classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
Experience:
Five years of increasing responsibility in professional auditing and/or accounting experience involving budget management, financial planning, and program analysis work, including at least two years of management, administration and supervisory responsibility. Governmental agency experience is highly desired.
Education:
Graduation from an accredited four-year college or university with major course work in accounting, finance, business administration or a closely related field. A Master's Degree in business or public administration, finance, accounting or a closely related field is preferred.
License or Certificate:
Possession of a Certified Public Accountant license issued by the State of California’s Board of Accountancy is preferred.
Possession of a valid California Driver's License is required.

Principles and practices of data processing applications for accounting and financial reporting.
Skill to: Organize, direct and implement a comprehensive governmental accounting program. Plan, organize and manage financial programs/services. Interpret land apply laws, rules and regulations that pertain to public finance. Develop and implement operational procedures. Understand program objectives in relation to departmental goals and procedures. Prepare clear and concise written budgets, funding proposals and narrative and statistical reports. Formulate, promote and implement a variety of financial programs. Perform technical research work and make detailed analysis; make recommendations. Effectively plan, assign, direct and review the work of a professional and technical staff. Develop, organize and effectively coordinate programs, projects and activities. Establish and execute departmental policies and procedures. Present clear and concise information to assigned staff, other departmental personnel, personnel from other County department, regulatory personnel and the general public. Represent the Department in all matters during the absence of the department head.
Ability to: Establish and maintain cooperative working relationships with staff, other departments and agencies, the private sector and the public. Make sound decisions and formulate independent judgments. Comply with laws, regulations and professional practices governing financial program services and operations Analyze situations accurately and apply remedial action to resolve errors.
