Job Description:
This position is in the Security Engineering and Computer Security Training Division (SECD) of the Office of Training and Performance Support (TPS), Bureau of Diplomatic Security (DS). The work location for this position is at the Diplomatic Security Training technical Training Annex (TTA), Springfield, Virginia. The mission of TPS is to provide necessary security-related training for U.S. Government employees and their dependents. TPS also provides training for Foreign Service Nationals and other U.S. Government agencies. The Security Engineering and Computer Security Training Division within TPS provides specialized technical and engineering training and awareness briefings for security engineers, agents, technicians, U.S. Navy Seabees, and other U.S. Government employees and dependents.
The resource shall provide technical security instruction for the Security Engineering and Computer Security Training Division, Technical Training Branch of the Diplomatic Security Training Center.
Duties and Responsibilities Include:
a. Coordinate students, instructors, facilities, and classrooms for the fundamental training of Construction Surveillance Technicians, Cleared American Guards, and Cleared American Escorts.
b. Compile and maintain syllabi and lesson plans for all Construction Surveillance Technician/Cleared American Guard, and Cleared American Escort courses.
c. Conduct training for Construction Surveillance Technicians and Cleared American Guards (CAG/CST), Cleared American Escorts (CAE) and Site Security Managers (SSM).
d. Design and present hands-on instruction, lectures, and briefings to audiences ranging from individual VIPs to groups of up to 200 people on the following topics, but not limited to:
1. Technical espionage prevention
2. Construction Surveillance Technician and Cleared American Guard policies, procedures and techniques
3.Cleared American Escort procedures and techniques
4.Site Security Manager policies, procedures and techniques
e. Write technical security lesson plans, administrative and self-study guides, presentation materials in PowerPoint format, and trainee reference checklists for dissemination to students.
f. Travel to other U.S. or foreign training sites is occasionally required, but not expected to exceed 25% of total work time.
g. Study construction security technology and teach application and user classes.
h. Prepare and package technical security instructional materials for dissemination to students.
i. Design and create training aids and equipment demos for classroom demonstrations.
j. Assist other instructors with required classroom preparation activities such as setting up equipment and audio visuals.
k. Ensure that individual professional development records are maintained after teaching each course.
l. Set-up and operate audio-visual equipment necessary for conducting classes pertaining to this position.
m. Assist other staff members with their course preparation requirements.
n. Employ applicable Department of State security standards and other procedures to protect National Security Information.
o. Operate USG vehicles as necessary in the performance of assigned tasks.
p. Other duties as the SEB Chief assigns.
q. The incumbent will be assigned an office and normally teach within classrooms at DSTC, but may be required to teach or assist in teaching at other U.S. Government facilities, some overseas.
Required Experience and Skills:
The incumbent must possess the following skills, education and experience:
1. A Bachelor of Science Degree from a nationally accredited institution, or equivalent USG experience in a security related position.
2. A minimum of three years experience in Department of State or USG technical security programs.
3. Proof of completion of training in classroom instruction, such as a certificate or degree.
4. Strong, practical electronic and mechanical skills.
5. Familiarity (testable) with construction security policies, procedures and techniques.
6. Capable of using computer software for word processing and classroom presentations;
7. Excellent diction.
8. Excellent technical writing and communications skills.
9. Good writing skills in drafting memoranda, letters, telegrams, and instructional materials.
10. Hold a valid driver's license and be able and willing to drive USG vehicles up to and including sixteen-passenger vans.
Required Other:
· Years Of Experience: 5 to 7 Years
· Level of Education: Four-Year Degree
· Travel: Up to 25%
· Please note candidates must have Technical Surveillance Counter Measure (TSCM) experience.
· Candidates must have some experience writing instructional materials and lesson plans.
· In addition there will be some international travel required yearly.
· Finally candidates must have a current Secret security clearance and the ability to obtain a Top Secret SCI security clearance.
