Construction Estimator

In executing these projects, our people embrace integrity, excellence, teamwork and accountability - the values that connect us across the globe.Earth Tech is looking for an Estimator for a $500M Water Treatment facility project, in its Arlington (VA) project office. The candidate must have minimum of 3 years experience in estimating and construction projects, preferably in Water Treatment facilities. This individual reports administratively to the Project Controls Manager, and receives requests for work from a variety of senior project personnel. Major Responsibilities: o Develop and maintain a project cost estimate database for use in the preparation of detail estimates. o Review drawings and specifications and develop bill of quantities (BOQ) for use in estimate development o Prepare independent cost estimates for evaluation of potential change orders, and alternative design study estimates for use by the on-site engineers and program management team .o Perform evaluations of Contractor’s proposed change order costs and claims for completeness and accuracy, including equipment and material takeoffs and quantity checks.o Lead negotiation sessions with construction contractors representing Earth Tech.o Review and comment on detailed construction cost estimates submitted by the Design Engineer of proposed construction contract packages at each design submittal level. o Evaluate construction contract package design submittal update analysis. o Assist with bid analyses and evaluations for contracts/contractors associated with the overall Master Plan. o Furnish site management with forecasts information for manpower, equipment, and materials for the project. o Support development of progress payment schedules for construction contracts. o Assist with claim dispute resolution. o Assist in change order development, including providing review and narratives for change order files. o Any other tasks assigned by the employee’s supervisor.Requirements: Candidate must be proficient in the use industry estimating tools and software, especially RSMeans. Must have working knowledge of modern office procedures, organization, and filing systems. In-depth knowledge of construction contract documents including drawings and specifications. Ability to operate standard office equipment.Experience with personal computers and typical software applications such as Windows, Excel, and Word. Ability to provide direction to other project personnel, recognize areas where improvement is needed and provide solutions. Ability to meet critical deadlines and work independently. Ability to effectively communicate with tact and diplomacy.
