Description:

The FlexNet Network Systems Analyst is responsible for data retrieval, reduction and analysis from and for the FlexNet System.  The incumbent will effectively convert raw data into timely and useable information to determine the actions required to sustain, maintain or improve network and meter performance. The incumbent will be a member of a team that ensures the overall system performance of the FlexNet system, including Tower Gateway Base Stations (TGBs), FlexNet Network Portals, (FNPs), FlexNet Remote Portals (FRPs), other network devices and meters, employ generally accepted commercial practices and Sensus processes. As a secondary responsibility the Analyst will also assist the Project Manager with logistic issues affecting the supply of materials to the project.

 

Objectives:

• Monitoring the performance of the FlexNet system in cooperation with the IT PM and extracting data from the Regional Network Interface (RNI) using the Data Retrieval and Monitoring Systems (DRMS) and Comstats protocols.

• Working with the IT PM to recommend over-the-air refinements to meters to enhance overall system performance that lead to Site Acceptance.

•Recommending meter change-outs to utility customers to improve performance.

• Providing data to the Sensus Sr. Business Analyst, Project Managers and Program Manager that list which sites are accepted and which sites are ready for acceptance.

• When appropriate, scheduling and conducting periodic reviews for the Project Manager, Sr Business Analyst and others that leads to improvements in network and meter performance.

• Preparing and publishing daily, weekly and/or monthly statistics and reports, developing Key Performance Indicators (KPIs) and presenting information to the project’s decision makers.

• Providing reports and participating in Site Acceptance and other routine meetings with the utility, contractors, and corporate headquarters for project reviews and special meetings as necessary.

•Reviewing system reports for network/meter failures. 

• In coordination with the Field RF Technician reviewing drive testing data and analyze results to recommend either additional network components or fine tuning of the network.

• Monitoring the system for abnormal RF noise and interference and provide information to the PM and/or RF Field Technician and IT PM.

• Support the IT PM and others in training the customer with their network optimization activities post Site Acceptance.

•Assist the PM in managing and logistic issues that develop.

•Following and enforcing all corporate and safety and professional standards. .

 

Requirements:

• Four year college degree preferred.  Associated degree with practical experience may be acceptable.

• Inherent ability to quickly learn proprietary applications to efficiently analyze large amounts of raw data. 

•Working knowledge and/or ability to perform database querying on proprietary applications.

•Perform multiple tasks simultaneously.

•Strong problem solving and analytical skills are essential.

• Excellent interpersonal communications and presentation skills are essential as this role involves direct customer liaison and interaction with Sensus employees, contractors and functional department heads as well as the customer and their subcontractors

•Must be able to work independently and function well as part of a team.

• Must be completely literate with all MS Office suite applications, general computer skills, able to type efficiently, especially MS Excel Spreadsheets, and use other project related customized computer software and hand held computing tools.

•Must be organized and able to process data quickly in order to develop recommendations to improve overall network performance.
