Position Description:
JOB SUMMARY:Working with multiple inputs, including the Proposal Team, National and Regional Sales, Pricing, Marketing, Finance, Legal, Risk Management and Human Resources, effectively manages the preparation and submission of winning sales proposals to potential clients, in accordance with PSC policies, practices, and procedures. PRINCIPAL DUTIES AND RESPONSIBILITIES:Proposal development responsibilities:• Reads, analyzes and prepares Request for Proposal (RFP) abstract.• Writes and produces complete, accurate, appropriate responses to RFP’s, by distributing questionnaires or making inquiries, organizing data and assembling or coordinating assembly of responses• Responds appropriately to Request for Information (RFI), Request for Quote (RFQ), pre-qual and other sales documents.• Coordinates and submits internal questions regarding bid specifications• Attends bidder’s conference call/meetings with account leader.• Assesses and identifies proposal resources required.• Prepares for and coordinates “Kick Off Meeting”• Prepares preliminary compliance matrix/outline, writing assignments, and proposal schedule for proposal development activities.• Leads “Kick Off’ meeting, detailing opportunity, proposal process, roles and responsibilities, and schedule.• Leads win theme, and storyboard development to ensure proposal response, addresses customer needs while differentiating PSC’s service solution.• Manages adherence to proposal schedule to ensure on time delivery of compliant document.• Manages and leads review cycles.• Interfaces with PSC functional groups and executives as required.• Writes executive summary as required.• Performs final review to ensure compliance, incorporation of win themes, consistency, and overall proposal flow.• Oversees final production of document, including leading book check proposal submission/post submission activities.• Ensures proposal is delivered.• Works with proposal team to produce oral presentation as required.• Prepares proposal summary/close out log.• Preserves the confidentiality of sensitive financial, internal and competitive information provided to develop proposals. Follow procedures and employ good judgment in the use and disclosure of data in protected categories.Miscellaneous responsibilities:• Maintains current understanding of PSC offerings, service deliverables, sales perspective, marketing strategy, business development, product development; as well as a competitive understanding of the industry.Establishes and maintains proposal boilerplates• Provides proposal training to PSC employees.• Manages other Proposal department deliverables Marketing responsibilities:• Develops and upkeepso division statements of qualifications.o location fact sheets and TSDF bookleto promotional brochures and key industry sales materials as needed by the sales department. SCOPE: • Benchmark Number of Proposals prepared:_15_• Number of Reports:o Direct_0_______o Indirect_0 __MEASURES OF PERFORMANCE: • Number of proposals submitted• Win percentage• Contract revenue value• Company EBITDAEDUCATION/CREDENTIALS:• Four year degree in business, business Administration, Finance or similar field DEMONSTRATED JOB - RELATED EXPERIENCE:• 5-7 years of bid and proposal experience DEMONSTRATED KNOWLEDGE, SKILLS AND ABILITIES:• Working knowledge of bid process and proposal preparation• Able to collaborate and work as a team leader, with dynamic interpersonal skills to interact with all levels of management .• Excellent organizational, written, and verbal communication skills required as well as the ability to perform comfortably in a fast-paced, deadline-oriented work environment. • Familiarity with industry• Ability to successfully perform duties in a complex cross-functional business environment.• Track record of successful proposal submission• High degree of productivity• Attention to detail• Ability to utilize software to present data and reports in an effective format• Organized self-starter with the ability to operate under minimal supervision and guidance• Strong computer skills; proficient in Microsoft Office (Word, Excel, PowerPt.
