Technical Manager for Hydrocarbon Processing Group

 

The Hydrocarbon Process Group within the Energy and Environment Directorate at Pacific Northwest National Laboratory (PNNL)-Battelle is currently seeking a Technical Manager. This position will have roles in both project management and business development for the Hydrocarbon Processing Group. The successful candidate will develop and manage research as well as have the lead role in the development and demonstration of projects in the hydrocarbon processing area from the proposal stage through project completion. The individual will lead interdisciplinary engineering and scientific project teams, direct technical work of junior and senior staff and interact with clients. Successful project development will involve strategic establishment of overall project direction; establishment of project scope, schedule and budget; and negotiating these items with potential clients. Successful project execution will involve developing execution plans, properly staffing projects, overseeing technical direction and project status, making sure that the client is happy and controlling expectations, motivating staff performance, managing change, and delivering the final product on schedule and budget. 

The successful candidate will also contribute to the strategic direction and business development for the Laboratory in the hydrocarbon energy area. They will be responsible for presenting laboratory technologies and capabilities to potential clients and representing the Laboratory in public forums. The successful candidate will also contribute to the strategic planning and allocation of internal resources for capability development. The successful candidate will contribute to writing proposals for developing business and managing projects and tasks. The candidate will be expected to prepare high quality technical reports and presentations and effectively communicate technical information to a variety of audiences. The incumbant  must possess demonstrated leadership skills and be able to perform each required duty. Strong, proven interpersonal communications, problem solving and human relations skills are needed to communicate well with clients, PNNL managers, and PNNL staff and to be successful at marketing and liaison activities with clients and external groups.  A reputation of integrity and trust are vital to earn trust with staff and clients. The ability to build organizational relationships and recognize strategic opportunities for success is needed.

Minimum Requirements

 The incumbent requires demonstrated proficiency and specialized knowledge in the following areas:

- Managing technically complex projects
- Effectively interacting with technical and business-related clients 
- Identifying client needs and locating key staff and other resources to meet those needs
- Lead supervisor of five staff; project manager of projects less than $5M.
- Broad practices and procedures set by precedents specific to operational and research plans and/or managerial direction.  Focus is organizational centric.  Assignments are in the form of tactical tasks.
- Uses innovative approaches to develop solutions
- Ability to serve as a project manager of a moderate project or the engineering lead of a major project for multiple projects less than $5M in volume. 
- Ability to smoothly interact with clients in a professional manner and lead a group presentation.
- Breadth of Relevant Technical Knowledge:  Familiar with a broad range of chemical processes or manufacturing techniques.  In-depth knowledge of at least one process.  Ability to take an abstract concept and lead the development of it into a defined process
- Bachelor¿s degree plus 8 years experience or advanced degree plus 6 years of experience.  Degree should be in Chemical Engineering or Process Chemistry.

Qualifications

 

 - Responsible for project management and execution within the Energy and Efficiency Division of the Energy and Environment Directorate.
- Responsible for business development within portions of the hydrocarbon research area at the Laboratory. 
- Accountable to the Laboratory product lines for successful project execution.
- Accountable to the Energy Efficiency and Clean Hydrocarbon sectors for business development. 
- Understand strategic importance of collaboration and develop teams as appropriate.  Involvement is at mid-level for other national laboratories, industry, and Battelle.
- Responsible for sustaining ongoing business where the sustaining role has a moderate degree of complexity.  Seeks and uses opportunities to actively market new science and technology.
- Works as a contributor on large complex projects and may work independently on smaller projects as the lead.
- Provides staff opportunities, career development, mentoring, helps set goals, and provide feedback.  Provides development opportunities.  Develops workgroup capability to meet current and future business needs. Equal Employment Opportunity
