Job Description Director, Government Programs Position Title: Director, Government Programs Division/Business Unit: Environmental Instruments Division/Radiation Measurement and Security Instruments Location: Alexandria,VA Reports to: VP, General Manager Division Summary: Thermo Fisher Scientific’s Environmental Instruments Division generates over $300 million in annual revenues with approximately 1300 employees. Radiation Measurement and Security Instruments sales are $150MM and are expected to growth 6 to 8% per year. The business unit provides analytic instrumentation and services used to detect, measure, and analyze radiation in nuclear power, homeland security, medical, and industrial applications The division is headquartered in Franklin, Massachusetts with multiple operations throughout the world. Position Summary: Challenging opportunity to lead the government program for a $14.6M award contract from the Department of Homeland Security, Domestic Nuclear Detection Office (DHS/DNDO). The Program Manager will play a significant leadership role in driving critical government contracts. This opportunity will offer the right candidate an influential seat on RM&SI’s leadership team and will provide substantial opportunity for career development and growth within Thermo Fisher. Key Responsibilities: Responsible for managing and executing scope, cost and schedule on large government contract; Control and administer technical and financial performance of project; manage program/project risks; Direct and coordinate activities or project personnel to ensure project progress is on schedule and within budget and is successfully completed; Assume responsibility for delivery by ensuring all components of the project are successfully completed; Responsible for creating, coordinating and developing complete project proposals or plans; Direct project staff, assign duties, responsibilities and scope of authority. Coordinate and interface with other departments for project plan; Track projects and issues closely, foster collaboration from both the business and technology groups and lead issue resolution meetings during project; Provide team representation and management of government interface regarding specific program aspects. Qualifications (Experience, Education and Competencies): Technical background or education (B.S., M.S.) with MBA or equivalent business experience PMI Project Manager certification preferred Minimum 10 years of experience managing government programs Experience supporting government programs with established relationships with U.S. Government organizations preferred Knowledge of Government contracting rules (FAR) Ability to understand the financial aspects of government contracts Exceptional, established relationships with U.S. Government organizations Experience with creating, coordinating, and obtaining U.S. Government contracts A DoD Top Secret and SCI clearance or the ability to obtain one is required for this position Must be a United States Citizen Ability to manage effectively in a matrix environment and display credibility in mentoring and forging solid, positive working relationships with business unit team, division staff, and corporate leadership team Self motivated with bias for action Job Requirements: 25%+ travel requiredEducation: MastersJob Level: Director
