Pricing Specialist

Perform all aspects of the pricing function and develop cost proposals for federal government contracts in response to government solicitations of all contract types. Proposals may range in size and complexity from small task orders on existing IDIQ contracts to new business multi-hundred million dollar hybrid IDIQ vehicles in support of both government clients and commercial entities on government prime contracts. The individual will work with teams consisting of employees from many departments within VSE and from other companies to develop strategies and prices for cost proposals. 

Responsibilities include:

• Read government solicitations for proposal requirements

• Analyze and interpret solicitation requirements, establish and coordinate schedules, price strategy, develop cost/price models, pricing cost narrative, risk assessment, business case analysis, and preparation/presentation of management briefings.

• Cost analysis and pricing of government contract proposals that could include a combination of labor, subcontract services, material, and other costs.

• Work with internal organizations to determine anticipated labor and material requirements, equipment costs, and possible bid strategies.

• Establish DCAA approved indirect bidding and billing rates.

• Develop billing rates for proposals.

• Establish schedule and deadlines for all cost proposal related activities

• Development and production of cost proposals and ensuring the timely generation of pricing submissions and compliance with solicitation requirements, government regulations (FAR), and established review / approval process.

• Monitor competitor’s pricing and recommend pricing adjustments to maintain competitive position.

• Interface/coordinate with subcontractors to ensure proposals received are reasonable,

realistic, compliant with RFP requirements and submitted on time

• Interface with DCAA and other government agencies regarding proposal audits/reviews

• Help in converting a proposal price into a budget/forecast

• Track competitor pricing to determine trends and pricing methods

• Conduct Final Cost Review with senior management prior to submission of proposals

• Other duties as required by business conditions or as assigned

 

Qualifications required:

• Bachelors degree and a minimum 7 years experience

 

Specific skills and experience:

• Understanding of federal government contracting environment and government procurement processes.

• Pricing and pricing strategy experience with government competitive procurements

• Experience in all types of contracts (T&M, CPAF, CPIF, CPFF, FFP) and cost/price analysis.

• Must be a team player able to work independently and manage projects from pre-RFP stage through completion

• Ability to prioritize and successfully manage multiple projects simultaneously.

• Excellent verbal, writing, analytical, interpersonal communication, and presentation skills

• Proficiency with Microsoft Office, with advanced proficiency in Excel, Word, and PowerPoint

• Demonstrated capacity for attention to detail and accuracy of work product

• Demonstrated ability to maintain confidentiality of information, and exercise good judgment and discretion in handling and disseminating information

• Ability to handle multiple tasks and small projects with rapidly changing priorities and deadlines

• Demonstrated proficiency in the utilization of computerized office systems, internet and software is required

• Knowledge of SCA, DBA, FAR,/DFAR and CAS compliant requirements

• Understand Federal schedule pricing and regulations.

• Knowledge of financial analysis tools
