Essential Functions: Support the Unisys Federal Systems Civilian Business Segment with large volume of pricing support requests (RFQs, etc.)-particularly from the Unisys Federal Civilian Blueprint Accounts in support of Task Order Proposals, etc. This includes performing and completing source selection, pricing (RFQs, etc.), supplier negotiations, price analysis, etc. Serve as liaison between Unisys Federal Business Segment's Program Management teams and the Federal Systems Procurement organization. Primary on-site contact with Unisys Federal Civilian Business Segment internal customers and external suppliers. Support requirements analysis to include consultation with customers to ensure fully defined procurement requirements and customer understanding of request fulfillment cycle. Contribute to the solution strategy and add significant value to the process by providing proper procurement consultation and training. Identify and recommend the preferred procurement channels and vehicles when necessary to meet business needs within proper Federal procurement guidelines and requirements. Monitor procurement work flow to include prioritization and escalation management ensuring appropriate service delivery based on problem/customer importance and urgency. Assure customer satisfaction for all procurement related activities and perform problem resolution. Attend and serve as the procurement representative at program and project meetings as needed. Interface with other Unisys Business and Operations entities within the Sales, Capture / Business Development, Accounting, OGC, Contracts, Pricing, Program Control and Senior Management teams. Ensure compliance with Unisys Federal Policies, Procedures and Government regulations (FAR, etc.) as required. Duties will include but not be limited to:· Pricing support (RFQs, etc.).· Recommending preferred sources of supply and procurement channels / vehicles to Federal Business teams to help them meet business requirements / contribute to the solution strategy.· Provide Unisys Federal Procurement Policy, Procedure, System and Process flow consultation / training to Federal Programs. · Manage and drive Procurement issue avoidance and resolution.· Coordinate and follow-up on vendors with payment issues and drive these to resolution / closure as needed.· Special projects· Etc.QualificationsTechnical & Behavioral Skills Essential Knowledge: Individual must have a thorough knowledge of Federal Government acquisition methodologies for goods and services; understanding of procurement systems and working knowledge of integrated business systems; working knowledge of applicable government regulations (FAR, etc.); and working knowledge of current IT marketplace services, hardware and software applications.Essential Skills: The individual must have strong experience pricing and buying third party provided hardware, software and services from suppliers supporting the U.S. Federal Government IT marketplace. Pricing experience as a Federal Buyer, Pricing Analyst or similar role is important. Excellent interpersonal skills are mandatory for this highly visible position. Excellent oral and written communication skills. Ability to work independently and manage multiple tasks and request is important. Project Management and presentation skills are helpful. Sound judgment and analytical skills required. Must be task oriented, self motivated, organized and possess inherent ability to perform as a team member. Education Objective: BS/BA in Business Administration or related field and / or extensive experience in a related field as an equivalent to the degree; Minimum of 3 to 5 years of Federal Procurement experience as a Buyer or Pricing Analyst is important. Organizational "Fit" Considerations: Team player highly desired. Individual must be organized and able to work effectively in a team environment.
