DCD Development Manager

The Data Collection Device Development Manager is responsible for all software development and hardware specification activities pertaining to a new system installation. These responsibilities include the development of client/business requirements documents, designing software application architecture, time and cost estimates, the development and implementation of new or revised application systems and programs and personnel management. This position will also be responsible for monitoring project progress and ensuring compliance with Sarbanes-Oxley and other client specific regulations.
Essential Duties and Responsibilities:
* Manage the work of application systems developers and programmers in the design, development, testing, implementation, modification, and maintenance of multiple application systems.
* Manage development and systems integration projects.
* Work closely with IT and client team management to facilitate plans, procedures, processes, and strategic goals for the DCD program.
* Coordinate with technology partners, including consultants, integrators and vendors.
* Maintain a visible and active role in assessing user satisfaction.
* Identify and evaluate the impact of proposed or requested major changes to existing application systems.
* Manage the development, implementation and enforcement of application systems analysis, programming standards and procedures.
* Establish policies and procedures for modifying information systems and participate in planning for future technology needs.
* Directly manage staff, including interviewing, mentoring, and performance management
* Comply with policies, procedures and controls related to Sarbanes-Oxley or other regulatory frameworks.
* Design and follow procedures and policies related to client security and data protection standards.
* Adhere to the MSA and applicable Federal, State, County and local regulations regarding the merchandising of tobacco products.
* Other duties as assigned.
Required Knowledge, Skills and Abilities:
* Experience designing and implementing N-Tier application using .Net technologies, preferably with 3.5 .Net framework components such as WCF, WF, WPF, and LINQ..
* Experience designing and implementing client-server based applications utilizing .NET, Visual Basic/VBA, MS Access or equivalent.
* Experience with MS SQL Server, IIS, Windows Server Platforms, Windows XP/Vista Platforms, and scripting languages.
* Solid understanding of relational database concepts and experience with Structured Query Language principals is required.
* Experience with reporting tools (Crystal Reports/SQL Reporting Services) is a plus.
* Strong communication skills with the ability to communicate to all levels of the organization, clients, agencies and vendors.
* Strong time management skills.
* Strong leadership skills and an ability to build consensus.
* Ability to develop and motivate information technology staff.
* Knowledge of security best practices including network, server, and encryption.
* A strong work ethic and customer service orientation.
* Ability to present technical information in easily understood terms in both verbal and written form.
* Ability to work under and meet deadlines.
* Ability to extrapolate knowledge of one technology to troubleshoot a new technology.
* Ability to manage multiple projects and development efforts.
* Comprehensive knowledge of the principles, practices, and techniques used in information technology design and development.
Educational/Experience Requirements:
* Bachelors Degree in Computer Science, Information Systems or equivalent experience.
* At least five years of experience, including leadership/management in a development environment.
Reporting Relationships:
The DCD Developer Manager will report to the DCD Director.
