Senior Project Controls Analyst
The Orange County Transportation Authority (OCTA) is the county’s primary transportation agency. OCTA creates, funds and delivers efficient transportation for Orange County. We keep Orange County moving with extensive bus and paratransit service, Metrolink commuter rail service, the 91 Express Lanes Toll Road, motorist services and freeway, street and road improvement projects. For all of the exceptional services that we provide, OCTA has received the 2005 Outstanding Transportation System Achievement Award from the American Public Transportation Association. OCTAThe OCTA administers the Measure M sales tax program, a package of transportation improvements which provides funding for freeway improvements, regional/local streets and roads projects, transit improvements and environmental cleanup. We operate in a 798 square-mile area serving more than 3 million residents in 34 cities and unincorporated areas. OCTA provides local bus, rail feeder, express and paratransit services. In addition, the OCTA also funds and supervises Metrolink rail service, provides freeway emergency call boxes and towing services, and operates the Orange County Taxi Program. You would develop and track performance metrics that would keep projects moving on time and under budget. You would review and update schedule progress and expenditures against project plans and budgets. You would also analyze projects costs to assure conformance with available funding sources. The Ideal CandidateWould have knowledge of principles and techniques related construction materials and methods. Principals of Critical Path Method (CPM) scheduling and earned value reporting. Experience using Primavera and Microsoft Project to track projects. Ability to effectively communicate and partner with project team members, consultants and outside agencies. Review job contract documents for requirements and flow downs. Evaluate progress and quality of project versus the contract requirements. Able to analyze trends and progress reporting. QualificationsBachelor’s Degree or equivalent in Construction Management, Civil Engineering, or related field with approximately five to eight years of experience in the engineering and/or construction industry, three of which are at the journey level. Candidates with Bachelor’s degree in Finance, Accounting and Business Administration will be considered if they also possess eight or more years of experience working with program control techniques in a Governmental Contracting environment. Compensation and Benefits The Authority has a comprehensive salary and benefits plan designed to recognize and reward outstanding performance. The specific features of the program include: Salary:Up to $92,830 per year depending on qualifications Retirement:The Authority pays 100% of the employee contribution into the Orange County Employees Retirement System (OCERS). Employees may retire at age fifty and after completing ten (10) years of service. Reciprocal retirement benefit provisions may be available for public agency employees. Vacation:Two (2) weeks paid vacation during the first two years. Three (3) weeks paid vacation after two years. Four (4) weeks paid vacation after nine years. Holidays:Eleven (11) paid holidays per year, which includes three (3) personal paid holidays. Sick leave:Nine (9) days accrued per year increasing to twelve (12) days after three (3) years of service. Medical and Dental Insurance:Medical—Choice of three plans (Kaiser HMO, CIGNA HMO and CIGNA OAP) Dental—Choice of two plans (SmileSaver HMO and METLife PPO Plan)Vision—Choice of two plans (Vision Service Plan for CIGNA members and Kaiser for Kaiser Members)Authority pays 85% or more of employee/dependent premium for medical/dental/vision coverage. Life Insurance:Equivalent to two times the employee’s annual salary. Educational Reimbursement:Up to $2,000 per year including reimbursement for textbook costs.
