Accounting & Financial Services (A&FS) assists campus faculty and staff in meeting their teaching, research, and operational needs by providing accounting and material management services for all campus departments and units. The department is organized into fifteen functional units which are comprised of more than 230 FTE and approximately 60 student and limited appointment positions. The department consists of four major units: the Accounting Office, the DaFIS Division, the Division of Controls & Accountability, and the Material Management Division. . The Division of Controls & Accountability is primarily responsible for ensuring that the campus has an effective system of internal controls and active ethics program, as well as the appropriate performance measurement and assessment techniques, monitoring activities, policies and procedures, and training programs. Under the Division of Controls and Accountability, the Project Management Office (PMO) leads and manages the portfolio of key IT and business process improvement projects assigned to the office by the Associate Vice Chancellor-Finance. The office is responsible for selecting, managing and optimizing project resource investments to ensure that projects are aligned with A&FS strategic goals. PMO staff work closely with functional, technical and training divisions to form cohesive teams to achieve project objectives. PMO supports the successful management of IT projects through application of leading project management practices and supporting business systems process improvement. Some of these strategic projects include the Electronic Document Management System (EDMS), Kuali Financial System the replacement for UC Davis Financial Information System (DaFIS), MyTravel, the Travel expense reimbursement and reporting system and the OOA Purchasing and Business Contracts Business Process Improvement Project.
Responsibilities: Under the general direction of the PMO Manager, the lead business systems analyst is responsible for the analysis, system design and project management for the modules assigned to them. This position will be initially assigned to the Kuali Financial System (KFS) project. KFS is software that is being developed by the Kuali Foundation. The Kuali Foundation is a non-profit organization responsible for sustaining and evolving a comprehensive suite of administrative software that meets the needs of all Carnegie Class institutions. Its members are colleges, universities, commercial firms and interested organizations that share a common vision of open, modular, and distributed systems for their software requirements. The goal is to provide advanced programming, database designing and apply technical solutions to specific business problems while ensuring the maintainability of a complete application. The incumbent will be an experienced systems analyst in multiple systems with the ability to learn additional system architectures. In addition, the incumbent will have advanced relational database and analytical experience including process analysis and system configuration. The incumbent will focus on applying technical solutions to specific business problems associated with Kuali Finance System and others systems that integrate with Kuali while ensuring the maintainability and improvement of business processes. The UC KFS project involves working with representatives and managers from different organizations at UC Davis Campus and Health System, Office of the President, UC Santa Barbara and UC Irvine, and requires strong business, technical, communication skills.
Requirements: Strong demonstrated leadership and communication skills which include the exercise of tact and diplomacy, conflict resolution, and the ability to establish and maintain cooperative working relationships in a team-oriented environment. Extensive knowledge of multiple UCD enterprise systems such as DaFIS and Payroll Personnel System (PPS). Advanced skill in developing functional and technical specifications for business processes, system modifications and comprehensive test plans. Skill must demonstrate organization of writing into a logical format with ideas expressed assertively, clearly and concisely to various levels of business constituents. Advanced analytical skills to map functional and system processes for process re-engineering. Professional judgment, creativity and decision-making skills to assess needs, define problems, and develop strategies to meet short term and long-range goals. Demonstrated skill to evaluate and recommend system solutions in alignment with document management best practices and correctly considers budgetary, technical and time constraints. Demonstrated knowledge of work flow tools and scripting languages In-depth knowledge of project management, implementation and maintenance methodologies to manage project activities through each stage of system life cycle. Demonstrated knowledge of computer systems, work flow, user-interface standards, database management systems, programming languages, program and process modeling, and testing strategies. Excellent understanding of relational database concepts and ability to design databases. Advanced skill to query in SQL and other ad hoc query tools with database data dictionary to extract and analyze data. Knowledge of distributed local and campus network architecture and security. Advanced skill working with spreadsheet, word-processing, database, presentation, e-mail and web-based software required. Familiarity with computer tools such as Microsoft Project, Excel, Microsoft Office, Case management tools, PowerPoint, Web Browsers, Oracle, SQL, and automated testing tools. Special Conditions of Employment: This position is a critical position and subject to a background check. Employment is contingent upon successful completion of background investigation including criminal history and identity check. Work hours outside standard 8 AM to 5 PM schedule, usually on short notice when required. Work occasional holidays and weekends. Work in a non smoking environment. Limited vacation usage during peak workload periods. Work in a dynamic, distracting, knowledge sharing environment. Maintain confidentiality of files. Occasional overnight travel. Physical Requirements: Position requires lifting up to 25 lbs. Work on a personal computer for extended periods of time.
